President - Christopher Blomgren
Clark County Emergency Management Director & Fire Chief
Christopher Blomgren has been a volunteer firefighter and EMT for over 26 years. Retiring from the Army in 2011 following a career as a Medic and LPN, Christopher has continued his service in the disaster response field serving with Team Rubicon. He began his tenure with Team Rubicon in international humanitarian crises in South Sudan, deploying to communities affected by floods, tornados, floods, and more. Christopher continued his service by holding several volunteer leadership positions, serving Team Rubicon as the Regional Planning Manager, Operations Manager, Deputy Territory Finance Lead, and a member of the National Planning Team and the organization’s internal Incident Management Team. While deployed to disasters, Christopher also held the role of Incident Commander, Safety Officer, Operations Section Chief, Planning Section Chief, and Situation Unit Leader. Due to his involvement with Team Rubicon, Christopher found his passion for Emergency Management and continued to grow his involvement locally. Christopher currently serves as the Fire Chief for the Kahoka and Clark County Fire Departments as well as the Emergency Management Director for both the City of Kahoka and Clark County, MO, and is involved within Region B in the development of a Storm Spotter Cooperation Program and the Region B Incident Support Team.
Christopher is a perpetual student with an Associate Degree of Nursing (RN), Bachelor of Science in Psychology, and a Master of Science in Emergency Management. He has also completed the Incident Command instructor, Public Information Officer, Operations Section Chief, Planning Section Chief, Safety Officer, Liaison Officer, Staging Area Manager courses and is enrolled in the National Emergency Management Advanced Academy (Cohort 20-2) and Master Exercise Practitioner Program (Series 52). Christopher is a member of the All Hazards IMT Association, National Volunteer Fire Council, National Emergency Management Associate, and the Missouri Emergency Management Association, holding the state’s CEM II certification.

Secretary – Rebecca Estes
Rebecca Estes graduated from Columbia College with a Bachelor’s Degree in Sociology and Minor in Psychology and began working in the field of Emergency Management in October 2008.
Rebecca Estes began as a contract employee for the Missouri State Emergency Management Agency (SEMA) to work in Emergency Human Services in varying capacities including Administrative Manager, Community Organizations Active in Disasters (COAD) Coordinator, and Grant and Budget Administrator from October 2008 until February 2010. In February of 2010, she became a full-time SEMA employee and served as an Emergency Human Services Planner. In that role, she participated in several statewide plans being drafted or updated including the Joint FEMA VII/State New Madrid Seismic Zone Mass Care and Recovery plan, Mass Care Annex of the State Emergency Operations Plan, and several appendices of the Mass Care Annex. Rebecca also provided support to the Missouri Citizen Corps Council Program, including Citizen Emergency Response Teams (CERT), as well as local COAD and Long Term Recovery Committee (LTRC) development. Ms. Estes had a response role to the State Emergency Operations Center (EOC), including serving in the role of Emergency Human Services Branch Director. Ms. Estes responded to the field several times to help coordinate the delivery of Emergency Human Services, including donations management, Voluntary Agency Coordination, and others several times in Missouri and was requested through the Emergency Management Assistance Compact (EMAC) to assist in the state of New York following Hurricane Sandy. Ms. Estes participated in the planning of several exercises, including the National Level Exercise 2011, which required her to represent the state of Missouri in National Level Exercise Planning meetings.
In Ms. Estes’ current role that she has held since September of 2014, she is responsible for maintaining the Columbia/Boone County Department of Public Health and Human Services Emergency Response Plan. She also represents the department in several meetings, including the Region F Health Care Coalition, Boone County LEPC, and hosts the Columbia/Boone County Health and Medical Emergency Planning Committee. In early 2017 she was part of the planning team for the University of Missouri 3rd MMR Vaccination clinic to help control the outbreak of Mumps. This was held in a Point of Dispensing model.
She is a proud wife to her husband, Ryan Estes, of 10+ years, and a loving mother to their daughter who is an active pre-schooler.

Region B - John Hark
City of Hannibal Emergency ManagementJohn S. Hark currently serves as the City of Hannibal and Marion County Emergency Management Director. He began his career in 1972 as the Assistant Civil Defense Director for the City of Hannibal. He later assumed the title of Emergency Management Director when Civil Defense was transformed into Emergency Management. During John’s Emergency Management Director tenure, he has been a commissioned Deputy Sheriff in Marion and Ralls Counties, a member of the Marion County LEPC for 20 years, and held the position of Chairman for 10 years, and co-wrote the first LEPC Plan for Marion County. He has served a MEPA President for 2 terms, is currently serving as Board Member-at-Large, and has been awarded a lifetime membership for his years of service and dedication in the field, and was chairman of RHSOC, Troop B. John is a BT Planner for Marion and Ralls Counties, Board Chairman of the Northeast Missouri American Red Cross, and also serves on the Board of Directors of the Salvation Army. In 2002 John was awarded a Certificate of Appreciation from the Federal Emergency Management Agency Region Seven Director. John currently serves on the Missouri Emergency Management Directors Advisory Commission to the State Emergency Management Agency where he has been appointed Chairman of the Legislative Sub-committee. He is a member of the Credentialing and Certification Sub-committee and a member of the HazMat Alliance Committee. John was most recently appointed to the State Emergency Training Advisory Group by the State Emergency Management Agency.

Larry Woods has been a MOEMA member for over 20 years. In that time he has served as the Region I Board Member, Vice President, and Region D Board Member. Currently, he is the Region D Board Member and a member of the organization’s Legislative Affairs Committee.
As the Deputy Director for the Springfield-Greene County, Missouri Office of Emergency Management (OEM), Mr. Woods is responsible for the management of the Training and Exercise, and the Municipality Planning programs. He maintains EOC resources and equipment, supervises and instructs OEM personnel and other agencies in incident command and other disaster-related subjects. Finally, he maintains an ongoing capability to activate, support, and manage operations for the Emergency Operations Center (EOC), and coordinate disaster recovery operations.
Prior to his current position, Mr. Woods was the Emergency Management Director/911 Coordinator for Laclede County, Missouri. He also served as Chair for the Laclede County Local Emergency Planning Committee (LEPC).
Bringing over 30-years of public safety experience to the job, he is a licensed Emergency Medical Technician (EMT); has served as a commissioned law enforcement officer; firefighter, and has extensive experience in public safety dispatch communications. As a disaster volunteer for the American Red Cross, he gained resourceful insight into volunteer management and disaster response.
Mr. Woods holds the credential of Certified Emergency Manager (CEM) through the International Association of Emergency Managers and is actively pursuing his Bachelor’s Degree in Emergency Management from American Public University.
Mr. Woods is active in the Southwest Missouri Emergency Support Organization and is a member of the Southwest Missouri Incident Support Team (IST) where he serves as a Plans and Operations Section Chief. He also serves as the Senior Planning Section Chief for the Missouri Disaster Response System (MODRS), a team tasked with the medical response to disasters within the State of Missouri. Finally, he serves as a Planning Section Chief on the Incident Response Coordination Team-West (IRCT-W) for the Assistant Secretary for Preparedness and Response Office of Emergency Management under the Federal Department of Health and Human Services.
Larry and his wife Natalie of 26 years reside in Springfield with their three children.

Mark Arnold was born and raised in Republic, MO. After graduating from Republic High School in 1977, Mark attended School of the Ozarks where he received a Bachelor’s Degree in Industrial Arts Education in 1981. He continued his education by attending Southwest Missouri State University where he received his Master’s Degree in Industrial Technology in 1987.
He started his teaching career at Thayer High School, Thayer, MO in 1981 and taught there until his retirement from teaching in May of 2011.
Mark has served as the Emergency Management Deputy Director for Thayer, Missouri from 1986 through 1989. He began his (volunteer) firefighting career with the Thayer and Thayer Rural Fire Departments in March of 1988 and has served in the capacity of a firefighter, Safety Officer, Training Officer, and Assistant Chief. Mark was appointed Fire Chief of both departments in April 2011.
He is an Adjunct Instructor for the University of Missouri Fire Rescue Training Institute and a Haz-Mat Awareness and Operations Instructor for the Missouri Emergency Response Commission. He also serves as one of the Training Officers for the Region G HSRT.
He serves as the Vice-Chairman of the Howell-Oregon-Carter County LEPD and is the Vice Chairman of the Region G RHSOC.

Michael Daniels has been the Emergency Management Agency Director for Warren County since 2002. Michael also serves as the Chairman of the Warren County LEPC. Michael has been a MEPA member since 2003. Michael has been the Region C MEPA Representative since 2005. Michael began his emergency response career as a firefighter in the U.S. Army 1973-1976. Michael was hired by the City of Maplewood Fire Department in St. Louis County in 1977. Where he served as the department’s Medical Officer/Firefighter. Michael holds an Associate Degree in Fire Protection Technology from St. Louis Community College/ Forest Park and a liberal arts degree from St. Louis Community College/Meramec. Michael retired from the Maplewood Fire Department in 2000 after 22 years. Michael currently serves on the Missouri Emergency Management Director’s Advisory Committee. He also serves as the Chairman of the Region C Homeland Security Oversight Committee (RHSOC). Michael was the recipient of the U.S. Department of Commerce (NOAA)Mark Trail Award. Michael has served as an Alderman for the City of Lake Saint Louis, Director Lake Saint Louis Fire Protection District, Past President Lake Saint Louis Community Association Board of Directors and is a former Board member of the Tri-County YMCA.
